Siemens IT Solutions and Services introduces electronic CO2 report at German Emissions Trading Authority

Siemens IT Solutions and Services has implemented an IT solution for the electronic emissions report at DEHSt (German Emissions Trading Authority) in the Federal Environment Agency
 
28 Feb 2007 , Munich : Siemens IT Solutions and Services has implemented an IT solution for the electronic emissions report at DEHSt (German Emissions Trading Authority) in the Federal Environment Agency. With the aid of this web-based application, plant operators calculate the amount of CO2 emitted, prepare the emissions report and submit this report to the authority. All the information is stored in a central database.

Everything is done electronically. The operator at an energy plant or energy-intensive industrial plant involved in emissions trading now enters the required emissions data exclusively via an online form on the internet. An independent expert checks the entries and, if everything is correct, signs the report and returns it to the operator. The operator then forwards the report to the relevant local authority, which subjects the contents to spot checks and forwards it in turn to the German Emissions Trading Authority, where all the information is stored in a central database. This new solution enables the DEHSt to process the yearly emissions report quickly and without media discontinuities. In addition, there is no longer any need for hardcopy archives. The online form was implemented by Siemens IT Solutions and Services as prime contractor in cooperation with the company Materna on the basis of the federal government's form management system. The emissions report for 2005 was prepared using this web-based solution.

In an additional project, the Siemens subsidiary implemented the Data Collection Ordinance 2012 for the German Emissions Trading Authority. Prior to this, Siemens IT Solutions and Services revised the emissions reporting system to bring it into line with the changed requirements for reporting year 2006.

The electronic emissions report is part of the new virtual organization of the German Emissions Trading Authority. The overall solution earned the DEHSt first prize in the category "Best Virtual Organization" in the sixth e-government competition for federal, regional and local authorities.
